Every installer shows the End-User License Agreement and requires explicit acceptance before it configures anything — nothing installs silently.
Internet access during install
The Linux installers add the PostgreSQL project's own repository (and EPEL, on RHEL) to install the bundled database — the target machine needs outbound internet access for that one step. The Windows installer vendors PostgreSQL directly and doesn't need this.
